Poverty Focused Investment Strategy for Government of Punjab
The Poverty Focused Investment Strategy is one of several projects that have earned AccessConsulting the distinction in the Development sector for its pioneering and innovative approach. This study was unique since for the first time a government had embarked on demand based development planning at the district and provincial level, to devise a pro-poor poverty alleviation strategy as part of Millennium Development Goals (MDG) 2020. The strategy integrates sectors of education, health, water and sanitation, roads, rural development & agriculture, irrigation, urban development and housing.

The project triggered an investment based development process that provides a comprehensive framework for social development and poverty reduction. It facilitated the preparation of district poverty assessments, establishing linkages between development planning and the budgetary processes, and prompting participation of major stakeholders and civil society institutions in the reform. This study now forms the basis of rapid development and expansion of public services in Punjab and is often cited as an example of innovative demand based planning.

The program focused on the sectors of health and population, education, roads and pavements, micro-enterprise, human rights, utilities, water and sanitation, sports and culture, housing and food program.

The program saw gradual improvements in the well being of the communities, through sanction of these grants, which demonstrated the benefits of disbursing cash directly to beneficiaries, and served as a model for others to replicate.
